.

-

e

GENERAL COMMENTS FROM CITY STAFF
The restrictions imposed upon this development have sufficiently mitigated its impacts on the
neighboring residential properties. The restrictions on deliveries were difficult to enforce in the
beginning, but have worked themselves out. They did not address refrigerated truck deliveries
specifically, but the restrictions on hours of delivery for trucks over 26,000 GVW have
effectively addressed this issue.

CITY OF WOODBURY
Gary Berg, Senior Planner
Jason Hall, Intern
July 23, 1999
July 29, 1999

BACKGROUND
The city does have instances of 24-hour uses adjacent to residential neighborhoods. The most
notable is 3M. However, due to the nature of their operations, there have not been many
problems with these land uses existing in close proximity to one another.

Restaurant and other food preparation odor is a problem that the city has faced and addressed.
They have not incorporated language into their zoning ordinance relating to food preparation
odor. Rather, it is addressed on a case-by-case basis. The installation of odor suppression
equipment for the Chickadee Cottage Restaurant was a requirement of the conditional (special)
use permit. This restaurant is adjacent to a residential neighborhood. For a Kowalski's Market
grocery store which included a deli, the City reserved the right to require the installation of odor
suppression equipment if odor became a problem. The store is not, however, adjacent to a
residential area.

This suppression equipment works by forcing odor exhaust higher into the atmosphere and costs
between $40,000 and $60,000 to install according to City staff.

CITY OF EDEN PRAIRIE
July 20, 1999

BACKGROUND
The City of Eden Prairie does not have intensive commercial districts adjacent to residential
areas. Therefore, the City's zoning ordinance does not have extensive regulations for mitigating
the impacts of commercial uses adjacent to residences. However, the Cub Foods located near
Eden Prairie Center has a completely enclosed loading dock area.

Roseville Shopping Center District Study

Phase I Report

Page 26
