RObinson, Planning Director <br /> <br />RE: White Bear Hills Shopping Center Buffer Plan <br /> <br />DATE: October 24, 1989 <br /> <br />As we are anticipating that the shopping center development will <br />proceed with the provision that the developer enter into a <br />development agreement with the City ensuring compliance with the <br />condi tions of the new ordinance, we are recommending that the <br />Council review and approve the buffer plan this evening. Key <br />components of the plan are as follows: <br /> <br />1. Ten and twelve ft. high fence sections will be built one <br />to two feet inside the development property. (Variance for <br />height has been applied for. <br /> <br />2 . A green <br />established <br />development. <br /> <br />belt of <br />between <br /> <br />not <br />the <br /> <br />less than' twenty <br />common property <br /> <br />feet <br />line <br /> <br />shall be <br />and the <br /> <br />e <br /> <br />3. Green belt design shall consist of a two to three foot <br />high earthen berm with deciduous and evergreen plantings at <br />a size required by code. In the area of the pond a <br />retaining wall and or larger plant materials shall be <br />incorporated to compensate for removal of berm. <br /> <br />4.
