The City Center Master Plan was one of the concepts in the
Comprehensive Plan that was to be completed after the original adoption in1994. The Task
Force has completed Phase 1 of the report and has a draft of the document ready for
discussion. The draft report recognizes the long-term nature ofthis project and the needed
vision, and identifies proposed uses and financial implications, and boundaries of the City
Center District.

1.2 The Task Force has worked for twelve months with urban planning consultant Kim Way to
prepare a 40-year vision and the uses that may be included in the plan. During that time they
have met at least monthly and taken a tour of community centers and recreation centers
throughout the suburban metropolitan area. They have also reviewed city surveys, socio-
demographics for the area and heard from the city departments regarding the users of
services and future needs.

1.3 Attached is the draft plan. It is still being updated, the new more concise booklet will be
printed in the near future.

2.0 PROJECT POLICY BACKGROUND

2.1

Vista 2000, a community projection of what Roseville should look like in year 2000,
recommended that the city create a "sense of place" and "construct a Roseville Community
Center which would provide areas for seniors, gymnastics, court games, fitness, water play,
meeting space, cultural arts and social gatherings. The Vista teams also recommended "...a
pathway (sidewalk) system that connect park trails with major civic buildings, recreational
and cultural facilities and shopping facilities".

In 1994 the City adopted a new Comprehensive Plan. Within that plan (and the 1998 plan)
was an implementation programming which included creating a city center master plan.
(Section 11, p.3) A goal of the 1998 Comprehensive Plan is to "Create a master-planned
Civic Center Complex for government, life safety, public recreation and specialized housing
located on land surrounding the intersection of Lexington Avenue and County Road C".

PF3119 - RCA (01/17/00) - Page 1 of3

0'0
\\~
