<br />j <br /> <br />2.2 The proposed City Center area is currently designated in the Comprehensive Plan for park, <br />civic uses, high-density housing, low density housing, and school uses. <br /> <br />2.3 In addition to existing parks, three primarily civic uses are proposed within the District - a <br />government center, community center, and a recreation center. Complementary uses <br />proposed may include accessory retail uses and higher density housing (probably senior). <br />Private sector provision (rather than city government) of recreation and complimentary retail <br />space and programming are still considered a viable part of the master plan. <br /> <br />2.4 The master plan provides for improved pathway and sidewalk acc~ss to the community <br />buildings and public park facilities. <br /> <br />2.5 A very important issue to be resolved is whether new police, fire, and public works facilities <br />will be created to serve the community needs for the next 40 to 50 years. One solution is a <br />public safety building. Another is an expanded police center in city hall and a new, separate <br />fire station, the location and needs for which the Fire Chief is working on at this time. <br />Finally, public works needs and locations need to be addressed. The complete master plan <br />cannot be accomplished without a public works move - probably to a more industrial site <br /> <br />2.6 Adjacent to County Road C is the Burlington Northern railway right-of way (now leased to <br />Minnesota Transfer). A portion of this right-of-way is already being abandon in Hennepin <br />County. It is possible that the rail line in Roseville, including the area adjacent to the city <br />center site may be abandon in the future. A City policy is to acquire such abandon rail lines <br />for public use for pathways or transit uses. Because the City Center would be a natural <br />pedestrian or transit stop for most residents, the rail line right-of-way could be an asset to the <br />city center and the adjoining property. <br /> <br />3.0 ST AFF COMMENTS & FINDINGS <br /> <br />In reviewing the draft plan, staff had the following comments: <br /> <br />3.1 The City's Comprehensive Plan map designates portions of the County Road C and <br />Lexington area for civic uses and the remainder for residential, and park uses. The zoning of <br />the site is single family (R-l), general business (B-4), and multi-family three to twenty-four <br />units per acre (R3-A). The proposed uses are consistent with the comprehensive plan map. <br /> <br />3.2. The City's Comprehensive Plan text currently specifically does address these parcels and the <br />concept of a city center. The policies within the plan also provide direction to eliminate <br />blight, upgrade neighborhoods with a mix of compatible uses, and provide access to <br />community and recreation resources. The proposed uses are consistent with the <br />comprehensive plan goals and policies. <br /> <br />3.3 County Road C and Lexington should be the "Gateway" to the City Center with medians, <br /> <br />PF3119 - RCA (01/17/00) - Page 2 of3 <br />
