REQUEST FOR PLANNING COMMISSION ACTION ent Approval: DATE: 05/12/99 ITEM NO: 6A Agenda Section: HEARING City Center Task Force Recommendation to amend the Comprehensive Plan and establish a Comprehensive Plan City Center District (PF# 3119) Manager Approval: Ite Description: 1.0 REQUESTED ACTION 1.1 The City Center Task Force was appointed by the City Council in 1998 to establish a vision and a plan for the City Center. The City Center Master Plan was one of the concepts in the Comprehensive Plan that was to be complete after the original adoption in1994. The Task Force seeks public input and City (Planning Commission and City Council) approval of an amendment to the Comprehensive Plan that recognizes the long tenn vision, proposed uses, and district boundaries of the City Center District. 1.2 The Task Force has worked for eight months with urban planning consultant Kim Way to prepare a 40 year vision and the uses that may be mcluded in the plan. During that time they have met at least monthly and taken a tour of community centers and recreation centers throughout the suburban metropolitan area. They have also reviewed city surveys, socio- demographics for the area and heard from the city departments regarding the users of services and future needs. 1.3 The tentative hearing and action schedule for this project is as follows: 05/12/99 Planning Commission hearing and recommendation on the plan 05120/99 Task Force meeting with public and interest groups on uses proposed within the City Center OS/24/99 City Council action on plan 2.0 PROJECT BACKGROUND 2.1 Vista 2000, a community projection of what Roseville should look like in year 2000, recommended that the city create a "sense of place" and "construct a Roseville Community Center which would provide areas for seniors, gymnastics, cou..'i games, fitness, water play, meeting space, cultural arts and social gatherings"(page 9). The Vista teams also recommended"... a pathway (sidewalk) system that connect park trails with major civic buildings, recreational and cultural facilities and shopping facilities". (page 10) In 1994 the City adopted a new Comprehensive Plan. Within that plan (and the 1998 plan) was an implementation program which included creating a city center master plan.
