<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br /> <br />ent Approval: <br /> <br />DATE: 05/12/99 <br />ITEM NO: 6A <br /> <br />Agenda Section: <br />HEARING <br /> <br />City Center Task Force Recommendation to amend the Comprehensive Plan <br />and establish a Comprehensive Plan City Center District (PF# 3119) <br /> <br />Manager Approval: <br /> <br />Ite Description: <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 The City Center Task Force was appointed by the City Council in 1998 to establish a vision <br />and a plan for the City Center. The City Center Master Plan was one of the concepts in the <br />Comprehensive Plan that was to be complete after the original adoption in1994. The Task <br />Force seeks public input and City (Planning Commission and City Council) approval of an <br />amendment to the Comprehensive Plan that recognizes the long tenn vision, proposed uses, <br />and district boundaries of the City Center District. <br /> <br />1.2 The Task Force has worked for eight months with urban planning consultant Kim Way to <br />prepare a 40 year vision and the uses that may be mcluded in the plan. During that time they <br />have met at least monthly and taken a tour of community centers and recreation centers <br />throughout the suburban metropolitan area. They have also reviewed city surveys, socio- <br />demographics for the area and heard from the city departments regarding the users of <br />services and future needs. <br /> <br />1.3 The tentative hearing and action schedule for this project is as follows: <br />05/12/99 Planning Commission hearing and recommendation on the plan <br />05120/99 Task Force meeting with public and interest groups on uses proposed within <br />the City Center <br />OS/24/99 City Council action on plan <br /> <br />2.0 PROJECT BACKGROUND <br /> <br />2.1 Vista 2000, a community projection of what Roseville should look like in year 2000, <br />recommended that the city create a "sense of place" and "construct a Roseville Community <br />Center which would provide areas for seniors, gymnastics, cou..'i games, fitness, water play, <br />meeting space, cultural arts and social gatherings"(page 9). The Vista teams also <br />recommended"... a pathway (sidewalk) system that connect park trails with major civic <br />buildings, recreational and cultural facilities and shopping facilities". (page 10) <br /> <br />In 1994 the City adopted a new Comprehensive Plan. Within that plan (and the 1998 plan) <br />was an implementation program which included creating a city center master plan. (Section <br />II, p.3 ) A goal of the 1998 Comprehensive Plan is to "Create a master-planned Civic Center <br />Complex for government, life safety, public recreation and specilaized housing located on <br /> <br />PF3119 - RCA (05/12/99) - Page I of 4 <br /> <br />n-q~ <br />S-~ .r <br />
