<br />land surrounding the intersection of Lexington Avenue and County Road C". (Section 3, <br />p.17,#16) <br /> <br />2.2 The 121 acre proposed City Center District is currently designated in the Comprehensive <br />Plan for park, civic uses, high density housing, low density housing, and school uses. <br /> <br />2.3 In addition to existing parks, three primarily civic uses are proposed within the District - a <br />government center, community center, and a recreation center. Complementary uses <br />proposed include accessory retail uses and higher density housing. <br /> <br />2.4 The site is extensive in size, in part, to provide for improved pathway and sidewalk access <br />to the community buildings and public park facilities. <br /> <br />2.5 Adjacent to Conty Road C is the Burlington Northern railway right-ofway.(now leased to <br />Minnesota Transfer). A portion of this right-of-way is already being abandon in Hennepin <br />County. It is possible that the rail line in Roseville, including the area adjacent to the city <br />center site may be abandon in the future. A City policy is to acquire such abandon rail lines <br />for public use for pathways or transit uses. Because the city center would be a natural <br />pedestrian or transit stop for most residents, the rail line right-of-way could be an asset to the <br />city center and the adjoining property. <br /> <br />3.0 STAFF COMMENTS & FINDINGS <br /> <br />In reviewing this item, staff had the following comments: <br /> <br />3.1 The City's Comprehensive Plan map designates portions of the County Road C and <br />Lexington area for civic uses and the remainder for residential, school, and park uses. The <br />zoning ofthe site is single family (R-l), general business (B-3), and multi-family three to <br />twenty-four units per acre (R3-A). Maps are attached. The proposed uses are consistent with <br />the comprehensive plan map. <br /> <br />3.2. The City's Comprehensive Plan text currently specifically does address these palcels and the <br />concept of a city center. The policies within the plan also provide direction to eliminate <br />blight, upgrade neighborhoods with a mix of compatible uses, and provide access to <br />community and recreation resources. The proposed uses are consistent with the <br />comprehensive plan goals, policies, and general text as described in Section 2 of this report. <br /> <br />3.3 Lexington Avenue currently has a capacity of 18,000 vehicle trips per day, with a current use <br />of 14,000 vehicles per day. County Road C also has a capacity of approximately 18,000 <br />vehicle trips per day, with current use of approximately 11,000 vehicle trips. By year 2020 <br />Lexington is expected to increase to 17,000 trips, while County Road C will increase to <br />14,500 trips. Turning lanes could increase the capacity at the comer of Lexington and C. <br />recognizing the many of the proposed uses already exist on the city center site, there appears <br />to be adequate capacity to serve the proposal.
