<br />traffic should be re-examined. <br /> <br />3.4 Utilities are available and have capacity for any use the city center proposal anticipates. <br /> <br />3.5 In the future, the Planning Commission and Council would have to approve a new mixed use <br />zoning district which would comply with the proposed City Center Comprehensive Plan <br />District. Based on the description of the proposed City Center Comprehensive Plan District, <br />existing development would be allowed to remain and be a permitted use in a mixed use, <br />Planned Unit Development (PUD) zone. However, at some future time when either a public <br />or private property owner proposes a change to the existing land use and an amendment to <br />the yet-to-be-defined PUD, a public hearing would be required. Through this hearing <br />process, the individual and cumulative impacts of each development would then be discussed <br />as they are proposed. <br /> <br />3.6 In conjunction with the application for concept development plan approval, the following <br />documents have been submitted and reviewed by staff in preparation of this report: <br /> <br />a. City Center Comprehensive Plan Proposed District and Boundary <br />b. April, 1999 City Center Task Force Meeting Notes <br />c. Summary of Task Force Activities <br /> <br />4,0 STAFF RECOMMENDATION <br /> <br />4.1 Based on the [mdings outlined in Section 3 of this report, staff recommends approval of the <br />Comprehensive Plan amendment to create a new Plan District entitled the "City Center <br />District" as more fully described in the attached report from the City Center Task Force. <br />The proposal is consistent with previous direction in the Comprehensive Plans of 1994 and <br />1998. <br /> <br />5.0 TASK FORCE RECOMMENDATIONS <br /> <br />On April 17, 1999, the City Center Task Force discussed the issues (see attached excerpt <br />from the draft minutes). The Task Force, by consensus, recommended approval of the <br />plan <br /> <br />6.0 SUGGESTED ACTION <br /> <br />By motion, approve the new City Center Planning District as consistent with previous <br />direction in the Comprehensive Plans of 1994 and 1998, and recommend that the Council <br />approve adoption of the new district as an amendment to the City Comprehensive Plan. <br /> <br />(If the City Council approves the Plan amendment, the City must also seek Metropolitan <br />Council review prior and approval.) <br /> <br />PF3119 - RCA (05/12/99) - Page 3 of 4 <br />
