<br />. Neighborhood Building <br />As stated earlier, neighborhoods near and far from "City Center" will continue to <br />be the molecular base of livable Roseville. This vision is not one of taking away <br />from this base but rather enhancing it by creating community value and by a large <br />scale demonstration from which localities throughout the city can learn. As is <br />proposed in "City Center", churches, schools, store fronts and day care centers can <br />all be used as neighborhood focal points while still coming together for more <br />needed central services and products. <br /> <br />TIME LINE <br /> <br />The "City Center" process involves both short and long term efforts. It is important to move <br />expeditiously to an overall vision for the civic center and its contiguous areas. Steps should be <br />taken to develop plans for the creation of critical mass attached to the existing Skating Center. At <br />the same time, plans should be reconstituted for the redevelopment of the Arona site for residential <br />living. Simultaneously, comprehensive planning should start for the infrastructure and land <br />massing needed for a completed center of the community. Integration of private commerce, <br />residential and recreational related facilities with existing structures should be explored. <br />Rethinking of some existing structures and where and how they can best be suited should be <br />included. <br /> <br />Specifically, the following time line is proposed: <br /> <br />. Preliminary Master Plan <br />This will be the outline for various study options and sequences. Areas of study <br />and suggested processes will be identified. <br /> <br />. Phase I A (Activity Center integration onto complex) <br />Plans and specifications for moving functions from the current Roseville Activity <br />Center will be completed for Council review based on numerous planning sessions <br />with residents, user groups, community groups, commissions and committees. <br />Following approval, the plans will be bid for construction. <br /> <br />. Phase I B (Housing Plan for Arona site) <br />Using a concurrent process, plans will be reviewed by the Council and a developer <br />selected for redeveloping of the Arona site. <br /> <br />. Final preliminary draft of "City Center"Master Plan <br />This version of the Master Plan will show the ultimate scope and sequence of the <br />possibilities identified for the "four corners" of the "City Center" concept. Issues, <br />potential partnerships, land use projections and further processes for moving <br />forward will all be detailed in this plan.f <br />8 <br />
