<br />. Construction of Phase I & II <br />(I) Anticipated construction of community space at the civic center including <br />upgrades to the Skating Center per the contract with the State of Minnesota and <br />replacement of the activity center space and the (II) construction of a housing <br />project on the Arona site will begin. <br /> <br />. Establishment of nature and completion of Phases III, IV, V, etc. <br />This will be the completed vision for the future of the "City Center" concept. <br />Detailed land use plans and typical section drawings and renderings future land and <br />building features will be shown. As in other plans such as Twin Lakes, Gateway <br />etc., a narrative guide for future courses of action will be stated. <br /> <br />INITIAL STEPS <br /> <br />There are two steps necessary to successfully initiate the "City Center" process: <br /> <br />1. Authorize staff to assemble a design team. This professional team will be <br />responsible for being, along with city staff, commissions, committees and the <br />Council, the catalysts for citizen participation, partnership opportunity leads and <br />design options. They will guide the development of the "City Center" master plan. <br /> <br />2. Authorize staff to re-institute the planning process for the redevelopment of the <br />Arona (Activity Center) site. This part of the project will address not only the <br />needs for housing and the refurbishing and revitalization of the Arona <br />neighborhood creating increased value in this portion of the city, it will also serve <br />as a financial resource for future phases of "City Center". <br /> <br />In October, the Task Force discussed "What does Roseville City Center mean to you?". <br /> <br />Craig Klausing stated that getting people together was important as he grew up, such as <br />the corner store. It should be a place where children and adults are attracted to a mix of <br />activities. It creates a place where people want to go - "a place to go to". <br /> <br />Dick Bates said he enjoyed living above a town and people watching and walking in the <br />community; proximity to uses is important. <br /> <br />/ <br /> <br />Lois Sinn Lindquist said she thinks not of a "city" but of town, village, green spaces, <br />public art, public/private investments, living environment; an area proud to visit <br />(visibility); the right kind of walking environment with a sense of cleanliness, charm and <br />safeness; a place of people comfort. <br /> <br />Jan Vanderwall said city center is year-round; it is not a traffic impedance; community <br />needs to get to it and through it. <br /> <br />Perri Hettler said she wants to focus on those things that should be preserved (Central <br />Park); no six story buildings; no large hotels; build on to City Hall; year-round theatre, <br /> <br />9 <br />
