Collaboration <br />The very definition of the word collaboration means the coming together <br />of individual interests committed to a singular common goal with the <br />willingness of all participating entities to provide resources, shared <br />decision making and resultant benefits. "City Center", instead of relying <br />solely on public dollars, will combine cost efficient government <br />investment with commercial partnerships and a growing citizen volunteer <br />effort that has been an ongoing Roseville signature characteristic. <br /> <br />. Leveraging <br />Four years ago, the City Council established development policies which <br />they recently reaffirmed which recognizes that a total reliance on public <br />dollar investment cannot support the future extensive redevelopment <br />necessary for a city such as Roseville. The adopted policy requires the <br />leveraging of private and non-city tax dollars for citizen tax dollars <br />spent. The acquisition and preservation of the significant natural <br />resources of the St. Paul Waterworks property through the use of <br />communication tower revenues is an example of creative leveraging. <br />"City Center" will require similarly creative leveraging. <br /> <br />. Creativity, Compatibility and Flexibility of Usage <br />Traffic patterns, linkages, commercial endeavors, green space, spatial <br />relationships, architecture, parking, pedestrian circulation, etc., all will <br />require the best creative thinking of neighbors, citizens, users, planners <br />and professional consultants to insure the highest quality, most livable <br />and cost effective spaces possible. The commitment to explore creative <br />alternatives is not intended to commit the City Council to a particular <br />outcome. Rather, it is the City Council direction to explore and evaluate <br />the merits and opportunity costs of all reasonable alternatives to the <br />"City Center" site. <br /> <br />. Establishing Critical Mass <br />Addressing community needs, to the broadest range feasible is the basic <br />tenet and the programmatic theme of "City Center".
