This critical mass will at the same time <br />allow for speciality programs to operate using a more focused financial <br />support base than relying on general public support. Speciality retail <br />shops, small offices and world class sports intenningled with public <br />gathering spaces, social hall, exercise parlors and residences all on a <br />close proximity and accessible area. <br /> <br />. Efficient, Productive and Environmentally Sensitive Land Use <br />Recent Metropolitan Council reports have stressed that the efficient and <br />productive use of urban land is as important as the under utilization of <br />large tracts with very low density. The critical element is the <br />development of uses that have an underlying, inter-related support base <br />that is sensitive to the bounds of nature. Realizing that many uses can <br />coexist in limited space and in fact thrive is the nucleus of the vision. <br />The developmental stages must be consistent with the City's <br />comprehensive plan and not impact a delicate ecological system. <br />Neighborhoods must not only be protected from traffic, sound, light and <br />views but must also be enriched by their proximity to this community <br />hub. Current uses such as city hall, public works and the central fire <br />station must be critically evaluated and improved based on longer range, <br />comprehensive planning. <br /> <br />. Neighborhood Building <br />As stated earlier, neighborhoods near and far from "City Center" will <br />continue to be the molecular base of livable Roseville. This vision is not <br />one of taking away from this base but rather enhancing it by creating <br />community value and by a large scale demonstration from which <br />localities throughout the city can learn. As is proposed in "City Center", <br />churches, schools, store fronts and day care centers can all be used as <br />neighborhood focal points while still coming together for more needed <br />central services and products. <br /> <br />TIME LINE <br /> <br />The "City Center" process involves both short and long tenn efforts. It is important to <br />move expeditiously to an overall vision for the civic center and its contiguous areas. <br />Steps should be taken to develop plans for the creation of critical mass attached to the <br />existing Skating Center. At the same time, plans should be reconstituted for the <br />redevelopment of the Arona site for residential living. Simultaneously, comprehensive <br />planning should start for the infrastructure and land massing needed for a completed <br />center of the community. Integration of private commerce, residential and recreational <br />related facilities with existing structures should be explored. Rethinking of some <br />existing structures and where and how they can best be suited should be included. <br /> <br />4 <br />
