opportunity leads and design options. They will guide the development of
the "City Center" master plan.

2. Authorize staff to re-institute the planning process for the redevelopment
of the Arona (Activity Center) site. This part of the project will address
not only the needs for housing and the refurbishing and revitalization of
the Arona neighborhood creating increased value in this portion of the
city, it will also serve as a financial resource for future phases of "City
Center" .

In October, the Task Force discussed "What does Roseville City Center mean to you?".

Craig Klausing stated that getting people together was important as he grew up,
such as the corner store. It should be a place where children and adults are
attracted to a mix of activities. It creates a place where people want to go -- "a
place to go to",

Dick Bates said he enjoyed living above a town and people watching and walking
in the community; proximity to uses is important.

Lois Sinn Lindquist said she thinks not of a "city" but of town, village, green
spaces, public art, public/private investments, living environment; an area proud
to visit (visibility); the right kind of walking environment with a sense of
cleanliness, charm and safeness; a place of people comfort.

Jan Vanderwall said city center is year-round; it is not a traffic impedance;
community needs to get to it and through it.

Perri Hettler said she wants to focus on those things that should be preserved
(Central Park); no six story buildings; no large hotels; build on to City Hall; year-
round theatre, small scale unique retail (50th and France).

Ann Hennes said city center should be a tool to keep all of our homes
appreciating in value. Buildings need to be upgraded (small retail, two stories,
umbrellas, water fountains). Think what will be here in the long-range future
(20 I O?).

Don Anderson said the infrastructure Committee recommended creating city
identity through the park and parkway systems. The Oval can be "built on".
There is need for affordable senior housing. Gilman Village has created small
shop concepts; a mix of uses.

Tom Johnson said accessibility is important. Congregating on this area along C
and Lexington is important. Accessibility along both is a key. How can we get
from city hall to the park.

6
