<br />Specifically, the following time line is proposed: <br /> <br />. Preliminary Master Plan <br />This will be the outline for various study options and sequences. Areas <br />of study and suggested processes will be identified. <br /> <br />. Phase I A (Activity Center integration onto complex) <br />Plans and specifications for moving functions from the current Roseville <br />Activity Center will be completed for Council review based on numerous <br />planning sessions with residents, user groups, community groups, <br />commissions and committees. Following approval, the plans will be bid <br />for construction. <br /> <br />. Phase I B (Housing Plan for Arona site) <br />Using a concurrent process, plans will be reviewed by the Council and a <br />developer selected for redeveloping of the Arona site. <br /> <br />. Final preliminary draft of "City Center"Master Plan <br />This version of the Master Plan will show the ultimate scope and <br />sequence of the possibilities identified for the "four corners" of the "City <br />Center" concept. Issues, potential partnerships, land use projections and <br />further processes for moving forward will all be detailed in this plan. <br /> <br />. Construction of Phase I & II <br />(I) Anticipated construction of community space at the CIVIC center <br />including upgrades to the Skating Center per the contract with the State <br />of Minnesota and replacement of the activity center space and the (II) <br />construction of a housing project on the Arona site will begin. <br /> <br />. Establishment of nature and completion of Phases III, IV, V, etc. <br />This will be the completed vision for the future of the "City Center" <br />'concept. Detailed land use plans and typical section drawings and <br />renderings future land and building features will be shown. As in other <br />plans such as Twin Lakes, Gateway etc., a narrative guide for future <br />courses of action will be stated. <br /> <br />INITIAL STEPS <br /> <br />There are two steps necessary to successfully initiate the "City Center" process: <br /> <br />1. Authorize staff to assemble a design team.
