These types of uses could be combined in a number of layouts at the City center site. The
Task Force reviewed the Main Street option, the Parkway Option, and the City Commons
Option. Each have distinct advantages and features.

More discussion occurred with the Roseville Schools and Supt. John Thien - what kind
of synergy could there be with the schools. The two school pools have been talked about
and that the Owasso School could add to the future ofthe City-School cooperative
projects.

Schools will have more extended day and evening opportunities. Schools will
have the young care centers and senior centers throughout the day. These spaces
can be used for meetings at other times.

Indoor pool and play areas will be used evenings and weekends, but could be
matched with education activities, parking, and other space. There is tremendous
demand for gym space.

Kim Way asked for school plans (both districts) illustrating an inventory of spaces
and uses now occupying the space. The four uses proposed on the City Center
site are government center, recreation center, community center, and housing.

In the government center, an updated government building complex was needed
(police size; public works relocation; licensing; add park and recreation; keep
everything now here, here; public safety building).

In the future the library could be combined with a Technology Center. Post office
and licensing may be a possibility, even combined with a private servi~e center.
Where should the technology hub be located in Roseville? Leave the City Center
design open for these options. Within the Community Center" gathering-learning
spaces" , the Task Force highlighted uses such as:

o Multi-purpose rooms and teen center
o Conference rooms
o Seminar and performance theatre
o Public access/cable studios
o Child and senior care facilities
o Art display center and outdoor display
o Community health clinic center and services (related but not in a government
center)

a lower priority because of space
perhaps put health service center at Fire Stations
o Technology center and conference center + studio + hub
o History archives and center or" Hallway of Memories"
o Hands-on arts activities within community center

11
