<br />Lexington Parkway and County Road C. Approximately 1000 parking spaces, in a ramp, <br />would be needed to serve the expanded government and recreation centers. The new uses <br />are oriented to the parkways; the parking spaces are behind the new uses. From the <br />northwest comer of Lexington and County Road C a winter garden faces Central Park. <br />The recreation center extends from the current skating center south to County Road. <br />The government center remains at the comer of Lexington and C. <br /> <br />The Main Street concept is oriented to a new north south road which connects County <br />Road C and Woodhilll in a straight north south fashion, just east of the skating center. <br />This main street would allow for "drop offs' at many different entry points to the skating <br />and recreation center, the community center and the government center. A pool would be <br />placed south of the skating center. The government center would remain on the comer of <br />Lexington and County Road C, while the community center would face W oodhill. A <br />winter garden would be constructed directly east, across the main street from the skating <br />center. Parking will be east of the garden. A public safety (police and fire) building <br />would be located at W oodhill and Lexington. The main street becomes the open space <br />entrance to the winter garden. <br /> <br />The City Square/Commons Concept creates an internal focus of central open space <br />with all uses fronting on the square. Recreation and a pool are adjacent to the skating <br />center. The government center faces county Road C; the public safety building faces <br />Lexington; the community center is located at the comer of Lexington and Woodhill. <br />Service parking would be attached to the skating center. The main parking would be <br />located under the city square. <br /> <br />In March the Task Force reviewed City Center Concepts: <br /> <br />Kim Way described the three City Center Concepts (Parkway Concept; Main Street Uses; <br />and a City Square Concept) with four major uses. The charge to the Task Force was <br />discussed; what are the steps (development strategies) necessary to implement the plan. <br />The end product must have a strategy based on economic reality. <br /> <br />Kim Way described the program, noting that the design and scale or size will be a future <br />step. He challenged the Task Force to define the "City Center area or district". Details are <br />needed on the "Program" which is to fit into the areas, the "boxes" that hold the uses; <br />size of the boxes; and the location on the site. The City Center must take into account the <br />opportunity (and value created) at the edges of the City Center. <br /> <br />The Task Force eventually must prioritize the proposed uses; i.e., pools vs police <br />facilities. In addition the Task Force must answer where does public works facility go <br />and whether the City needs a new public safety facility? By defining the uses and the <br />market, the consultants will be able to create a spatial relationship for the required <br />parking <br /> <br />13 <br />
