<br />The Task Force agreed the visioning process has been completed, but a reality check <br />must allow the Task Force to deal with immediate concerns. <br /> <br />The Task Force, as a consensus, evaluated the three concepts and found that the City <br />Square concept best fit their value statements in part because the" Square" gives a heart, <br />focus, or center to the community; a sense of place. The City Square concept works best <br />because it does not rely on the street system and calm traffic on both County Road C and <br />Lexington. The City Square should be an "intense" design with a critical mass and <br />activity on the site, while not overwhelming the site. The Task Force preferred more <br />density as in the City Square. Yet, there is a lack of central parking accessible to all. City <br />Hall could be moved if it allowed the Community Center activities to thrive. Moving the <br />pool away from the skating center may help each functions better. A Main Street concept <br />could be built into the City Square concept but a sprawling City Center parking lot was <br />not favored. <br /> <br />Parking along the north edge (W oodhill side) across from the shopping center appears <br />feasible, with smaller service parking adjacent to uses. Approximately 1,000 parking <br />spaces are needed to support all uses. Transit stops along the railroad may require more <br />parking. The height of parking structures is a major concern. There is a concern with fire <br />access near the parking ramp turning movements. <br /> <br />The Winter Garden should link diagonally across Lexington, from City Square and <br />Central Park.. Performances at Central Park may be enhanced by expanded program <br />space within City Square. An arts and craft area within the Winter Park may work well. <br />These sites should be "intimate", providing enhanced dynamics among participants. <br /> <br />r <br /> <br />The Task Force asked if there should be a priority; what happened first (implementation <br />strategy). Dennis Welsch described the community planning and hearing process that <br />would be used to gain Planning Commission and public input (and eventually seek <br />project approval. From the City Council). <br /> <br />TASKFORCE RECOMMENDATION (March,1999): <br /> <br />The Task Force consensus refined the City Center District boundaries. Staff was directed <br />to prepare a map and language for the Comprehensive Plan" District" amendment. <br /> <br />The entry to City Center along Lexington and "C" should be reconstruction into a <br />parkway as has been previously approved in the Pathway Plan and the Comprehensive <br />Plan. <br /> <br />George Reiling, Sr. described his view of the development history in Roseville. <br /> <br />14 <br />
