Process 41 The City of Roseville adopted its Comprehensive Plan in 1994, attaching an implementation strategy to create a master plan for a city center to be located generally around the intersection of Lexington Avenue and County Road "C". The City Council created a citizen task force in 1998 wi.th a charge to define the city center concept, identify the community needs, and make specific recommendations to the City Council. The City of Roseville and a Metropolitan Council Comprehensive Planning Grant provided funds for this task force study. Definition of the Roseville City Center District Study Area Context The initial area used to study the City Center District (Exhibit A) was defined by a ten minute walking radius from the intersection of Lexington Avenue and County Road C, as illustrated in Exhibit A. A ten-minute walking distance is generally about one-half mile. City Center District After initial vision and program discussions, the Task Force, with input from the Roseville Community defined a more specific City Center District for further planning and design. This clistrict is defined by County Road C to the South, Lexington A venue to the East, W oodhill Avenue to the north and the boundary with Howard Johnson Park to the West (Exhibit B). -t Purpose of the City Center District The purpose of the City Center District is to create a centrally located area within Roseville with a unique sense of community, a gathering place with social intimacy; a destination which focuses on community participation and meetings, recreation, government services, and may have complementary educational, retail and housing uses. Market and Anticipated Users of the City Center District The market and users for this district are residents of Roseville, the adjacent communities and the regional, national, and worldwide users of the specialized services offered within the district. Planned Uses within the City Center District The planned public and privately owned uses foreseen within this district are envisioned to be a: · source of pride · communal gathering place; a hub of Roseville community activity for all ages · center for the coordination and delivery of essential services Roseville City Center Master Plan and Development Strategy 8 4t · locale for the development of mental and physical health Draft 11.10,99 - .
