Peggy Egli <br />suggested placement of structured ramp adjacent to the north side of the ice arena, moving <br />the community center to face the square, However, removing the centralized parking <br />reduces the opportunity for diffused parking and for first floor retail. <br /> <br />Placing the community center and recreation center adjacent to the pool and the ice arena <br />provides for easier walk-through access. Centralized parking supports more uses. <br /> <br />Peggy Egli asked for design refinement to add more parking space. The license bureau does <br />not need to be in city hall, could be placed in the shopping center or lower level of the <br />parking structure. <br /> <br />Jan Vanderwall suggested that the fire station be part ofthe parking area, across from the <br />central square, The fire staff is concerned about public access into the emergency fire areas, <br /> <br />Option C, now called "B", adds temporary parking in the City Square after Public Works has <br />been removed. <br /> <br />Phase 2 of"B" includes the community center (27,000 s.f.) and linkage to city hall. A link to <br />Central Park is also included. <br /> <br />Phase 3 of"B" includes a new 37,000 s,f. Public Safety Building. <br /> <br />Phase 4 of"B" includes construction of a three-level 450 space parking ramp and the City <br />Square. <br /> <br />Phase 5 of"B" includes the recreation center, the pool, and the structured two-level parking <br />adjacent to the ice arena and pool. <br /> <br />The Fire Chief expressed some concern with public access and truck circulation. Police <br />secured parking would be on the first level ofthe parking ramp, <br /> <br />These concepts provide a "framework" for future growth. Both concepts should remain. <br /> <br />Chair Wietecki suggested doing the Public Safety building first in order to free up space for <br />the park staff. <br /> <br />Peggy Egli mentioned in Plan "A" may be tight for parking. Would there be overflow to the <br />retail area to the north? Structured parking must be considered an integral part of each Plan <br />(A and B). <br /> <br />Chair Wietecki prepared an implementation chart with components of each concept, with <br />sizes and range of costs discussed for each, The time frame has not been completed to date. <br />It could be a ten-year or more program.
