-- -----

~c.& \'tq
tJ~

MEMO:

TO:

City Center Task Force
, DOnAnderS~ ~

FROM:

DATE:

July 1, 1999

SUBJECT:

Modification of City Center Boundaries

I am sorry that I won't be present to state my concerns on modifying the' western boundary of the City
Center study area in person. However, I have other commitments for this date that were made before the
switch in dates caused by the cancellation of our regularly scheduled meeting on June 17th.

As I reflect on the boundaries that we modified at our May 20th meeting and on the comments we
received at that meeting ITom residents regarding Howard Johnson Park, I feel that we should move the
west boundary to the west side of the Skating Center (Oval) site.

While we could argue that retaining the present west boundary is necessary for, possible, future City
Center needs, we have made similar arguments for including the Owasso school property and the mobile
home area in these boundaries. Both of the later boundaries were modified at the May
meeting and are no longer included in the City Center study area.

Removing Howard Johnson Park from the study area would be consistent with the above decision, but
more importantly, would maintain the provisions of the Park and Recreation System Plan which calls for
one neighborhood park in each planning district. Howard Johnson is the neighborhood park for this
planning district. Recent acquisitions of park land, i.e. Pioneer Park and Owasso Hills, completes this
system of neighborhood parks for the city. Elimination of Howard Johnson as a neighborhood park
would require the acquisition to additional land as a replacement. Both Vista 2000 and the Parks
Inrrastructure Report also endorse the concept of neighborhood parks in each planning district.

Therefore I would recommend that the western boundary of the City Center study area be moved to the
western boundary of the Skating Center (Oval) site. This would be consistent with overall park planning
and should relieve the neighbors concerns.

Thanks for your consideration.

. ~_._....;-
-..:-";.-

\/~~
i'
