<br />In early July, staff received a copy of a petition from residents south of County Road B . <br />regarding this project. The petition requests that DaRe Street be restriped from four lanes to <br />three lanes and that an on-r<;>ad pathway be striped in lieu of the proposed off-road trail. Staff <br />has reviewed this request and finds that if restriped, the on-road trail would only be between 3 <br />and 4 feet wide. Coupled Jith the high volumes of traffic on Dale Street, in excess of 10,000 <br />vehicles per day, such a na+ow on-road trail would not be adequate for pedestrian safety and <br />does not meet federal, state or local guidelines. A copy of the petition is attached. <br /> <br />PoRicyobjectives: The Dale Street/Roselawn Avenue Pathway is the highest priority pathway <br />project identified in the Cit~'S Master Pathway Plan adopted in 1997. The plans have been <br />developed to meet both fedEjral guidelines and those outlined in the plan. Typically, federal :?rojects take more tin:e and are more <br />costly to develop due to detailed plan requirements and strict right-of-way acquisition <br />procedures. By accelerating this project to 1999, ~1owever, we are able to realize an additional <br />$624,000 in federal construttion participation beyond the original grant. <br />I <br /> <br />Schedule: In order to takd advantage of an incentive offered by the Metropolitan Council that <br />guarantees 80 % federal construction funding, this project must be fully developed by the end <br />of 1999.
