In early July, staff received a copy of a petition from residents south of County Road B . regarding this project. The petition requests that DaRe Street be restriped from four lanes to three lanes and that an on-r<;>ad pathway be striped in lieu of the proposed off-road trail. Staff has reviewed this request and finds that if restriped, the on-road trail would only be between 3 and 4 feet wide. Coupled Jith the high volumes of traffic on Dale Street, in excess of 10,000 vehicles per day, such a na+ow on-road trail would not be adequate for pedestrian safety and does not meet federal, state or local guidelines. A copy of the petition is attached. PoRicyobjectives: The Dale Street/Roselawn Avenue Pathway is the highest priority pathway project identified in the Cit~'S Master Pathway Plan adopted in 1997. The plans have been developed to meet both fedEjral guidelines and those outlined in the plan. In z.ddition, the portion of the project located in the Reservoir Woods Puk follows the guidelines of the mas~er plan adopted by the Council in 1999. Typically, federal :?rojects take more tin:e and are more costly to develop due to detailed plan requirements and strict right-of-way acquisition procedures. By accelerating this project to 1999, ~1owever, we are able to realize an additional $624,000 in federal construttion participation beyond the original grant. I Schedule: In order to takd advantage of an incentive offered by the Metropolitan Council that guarantees 80 % federal construction funding, this project must be fully developed by the end of 1999.
