<br />3.4 Relocating the access point to meet the 30 foot setback would require the relocation of a <br />US West utility box, telephone pole, and the removal/relocation of existing trees and a <br />shrub. <br /> <br />3.5 In order to match correctly into the existing driveway, the access point relocation would <br />require substantial modifications to the existing driveway and front yard. <br /> <br />3.6 The proposed variance, if granted, will not adversely affect the public health, safety, or <br />general welfare, provided standards/conditions are attached to insure the redevelopment <br />of the site is completed in accordance with the plans proposed by the applicant. <br /> <br />4.0 STAFF RECOMMENDATION <br /> <br />Based on the findings outlined in Section 3.2, 3.4, 3.5 and 3.6 of this report, staff <br />recommends approval of the request for a variance from Section 703.04B(4) of the City <br />Code, to reduce the require driveway access point (apron) setback for property located at <br />3075 Woodbridge Street from 30 feet to 19.7 feet or a 10.3 foot variance. <br /> <br />5.0 PLANNING COMMISSION ACTION <br /> <br />At their meeting of June 9, 1999 the Roseville Planning Commission held a public <br />hearing on the Sybil Smith variance request. The City Planner gave the staff report <br />explaining the hardship of site modifications required to meet the 30 foot setback <br />requirement and the fact that the Pavement Management Program initiated this variance <br />request. The Planning Commission asked for clarification of the improvement necessary <br />to meet the 30 foot setback requirement, then voted (5-0) to recommend approval of the <br />request. <br /> <br />6.0 SUGGESTED COUNCIL ATION <br /> <br />By resolution, approve (deny) the Sybil Smith request for a 10.3 foot driveway access <br />point (apron) variance based on fmdings outlined in Section 3.2, 3.4, 3.5 and 3.6 of this <br />report. <br /> <br />Attachments: Property location maps; site plan indicating driveway; and photos of parcel. <br />60-day Time Limit: Application accepted on May 21, 1999; Decision deadline is July 26, 1998. <br />Prepared by: Thomas Paschke (490-2236) <br /> <br />Q:\Planning Files\3124 _ Smith,Sybil\RCA(062999).doc <br /> <br />PF3124 - RCA(062999) Page 2 of 2 <br />
