<br />2.6 Section 1104.04E, City Code, outlines the procedure for a minor subdivision. No <br />hearing or Planning Commission review is necessary. A hearing is held by the City <br />Council. If the request is approved, the City, prior to recording with the Ramsey <br />County Recorder, shall review a certificate of survey and or a quick claim deed for <br />compliance with the Council's approval. <br /> <br />2.7 The request would create two parcels, Parcel A and Parcel B. Parcel A would be <br />95.01 feet in width, 120.02 feet in depth and 11,403.1 square feet in size. Parcel B <br />would have a width at the right-of-way of 85 feet, a depth that varied from 180.02 feet <br />on the north and 300.04 feet on the south, for a lot size equal to 42,608.9 square feet. <br /> <br />3.0 Staff Findings & Conditions <br /> <br />3.1 The two proposed lots will meet the dimension and area requirements for new lots created <br />within the R-l zoning district. <br /> <br />3.2 The two lot minor subdivision shall be recorded within 60 days from the City Council <br />approval date. <br /> <br />3.3 A detailed grading plan with building slab elevation and drainage direction must be <br />submitted to the City Engineer for review and approval prior to building permit issuance. <br /> <br />3.4 New sewer and water service is required for Parcel A, which location must be approved <br />by the City Engineer. A new sewer availability charge (SAC) will be placed on the <br />newly created lots and collected with the building permit. <br /> <br />3.5 The applicant must provide the City with a roadway easement 17 feet in width for the <br />length of the parcel. This easement shall be review and approved by the City Engineer <br />and recorded at time the minor subdivision is recorded with the Ramsey County <br />Recorder. Utility easements are also required for the two parcel split. <br /> <br />3.6 The City Engineer will must review and approve the driveway curb cut along Lakeview <br />Avenue prior to the issuance of building permits. <br /> <br />4.0 Staff Recommendation <br /> <br />The City staff has reviewed this minor subdivision proposal and it meets the <br />requirements of the Comprehensive Plan and Zoning Ordinance. Based on these <br />findings and subject to the conditions listed in Section 3.2 through 3.7, the City staff <br />recommends approval of the proposed minor subdivision by Mr. Jay Thompson. <br /> <br />RCA (07 I 299)Page 200 <br />
