(PF #3133) <br /> <br /> <br />1.0 BACKGROUND <br /> <br />1.1 In June, 1999 the City Council requested the staff and Planning Commission prepare an <br />ordinance that described the procedure for establishing "flag lots". <br /> <br />1.2 On August 11, 1999 the Roseville Planning Commission held a public hearing regarding <br />the creation of regulations allowing flag lots. At this' hearing no citizens addressed the <br />Commission, however, the Commission requested a nUmber of language modifications to <br />the proposed ordinance. Based on the number of modifications and a request for the <br />current flag lot locations, the Planning Commission continued the item to their regularly <br />scheduled September 15, 1999 meeting. <br /> <br />1.3 Staff reviewed the minutes and its notes form the August 11, Planning Commission <br />meeting and made the requested and appropriate modifications. A revised proposed draft <br />ordinance was provided to the Commission for their consideration at their September 15 <br />meeting. The revised ordinance included all of the known revisions the Planning <br />Commission suggested and those that staff felt necessary for interpretation and <br />implementation. The Planning Commission continued its work to the September 15, <br />1999 meeting. <br /> <br />2.0 PLANNING COMMISSION ACfION <br /> <br />2.1 On September 15, 1999 the Roseville Planning Commission reopened the public hearing <br />regarding the request for amending certain sections of the Subdivision Ordinance that would <br />create rules and regulations for developing flag lots. No citizens addressed the Commission <br />during the public hearing portion of the meeting. <br /> <br />2.2 The Commission again had a number of questions regarding the proposed ordinance <br />amendments. Issues such who was notified as a part of this process, the 40% frontage <br />rule, setbacks from adjacent principle structures, whether to expand the ordinance to <br />cover zoning districts other than R-l, and total flag lot square footage, were discussed by <br />staff and the Planning Commission. <br /> <br />PF3133 - Planning Commission (09/08/99) Page 1 of 2 <br />
