<br />2.3 Given the complexities and impacts potentially created from implementation of the <br />proposed flag lot ordinance and the fact that some Planning Commissioners were not in <br />favor of advocating a flag lot ordinance, the Planning Commission passed the <br />proposed ordinance onto the City Council without a recommendation. <br /> <br />3.0 STAFF COMMENTS <br /> <br />3.1 On July 19,1999 the Roseville City Council directed staff to develop criteria allowing <br />the creation of flag lots, and the Planning Commission to hold a public hearing to <br />consider the proposal and seek comments and modifications to a proposed ordinance. <br />The attached proposed Subdivision Ordinance amendments are the outcome of the <br />meetings held by the Planning Commission. <br /> <br />3.2 If an ordinance is to be created allowing the creation of flag lots within Roseville, then <br />staff supports the attached ordinance. However, if the City Council determines that <br />creating flag lots is not in the best interest of the City of Roseville, then staff suggests <br />an ordinance modification that reflects this decision. <br /> <br />4.0 SUGGESTED COUNCIL ACfION <br /> <br />4.1 Discuss the report form the Planning Commission and determine future action.
