<br />4. The minimum structure setback from all property lines shall meet the <br />requirements of Section 1 004.02D of the City Code or the proposed principal <br />structure shall be a minimum of 30 feet from any existing adjoining principal <br />structure, whichever is greater. <br /> <br />5. The main lot area of the proposed flag lot shall be a minimum of 11,000 square <br />feet in size. The lot square footage shall not include the narrow portion of the <br />lot that extends from the street right-of-way to the main lot area. <br /> <br />6. The building design, site layout, and landscaping of the principal structure and <br />any accessory buildings shall be reviewed by the Development Review <br />Committee and shall minimize, to the extent possible, the visual and physical <br />impact on adjacent properties. The Development Review Committee may <br />consider the proposed or alternative placement of sidewalks, driveways, parking <br />areas, decks and patios, windows, building entries, building height, heating and <br />air conditioners, and lighting. <br /> <br />7. The proposed flag lot may not be created if said lot requires the extension of <br />public utility systems (watermain, storm sewer, and sanitary sewer). Service <br />connections to City systems shall be the responsibility of the owner/applicant <br /> <br />8. The principal structure shall be situated on the lot in a manner that may allow <br />for further lot and right-of-way development in the future if adjoining property <br />becomes available. <br /> <br />9. A certificate of survey for both parcels shall be submitted following the <br />requirements of Section 11 04.04 E (Minor Subdivisions). The applicant may be <br />requested to provide utility and right-of-way dedications, and security in an <br />amount and form acceptable to the City to ensure compliance with any terms <br />and conditions of approval. <br /> <br />10. In addition to meeting all the requirements set out above, the Development <br />Review Committee may recommend additional terms and conditions for City <br />Council approval. <br /> <br />Section 4. Amendments. Section 1104.04 of the Roseville City Code is hereby <br />amended by adding Section 1104.04 F. as follows: <br /> <br />Paragraph 3: The minor subdivision process may be used to create a flag lot. <br /> <br />Section 5. Effective Date. This Ordinance shall take effect on passage and <br />publication. <br /> <br />Passed this <br /> <br />day of October 1999. <br /> <br />2 <br />
