(Amendment) . . <br /> <br />2. 'Access drives .onto State or County 'Roads shall require written approval from the State or County <br />Engineer. This permit shall be acquired prior to the issuance of any building permits. The Engineer <br />shall determine the appropriate location, size, and-design of such access drives and may limit the number <br />of access drives in the interest of public safety and efficient traffic flow. The Engineer may refer the <br />request for an access drive permit onto a State or County road to the Planning Commission for their comment. <br /> <br />3. Access drives to principal structures which traverse wooded, steep, or open field areas shall be <br />constru~ted and maintained to a width and base material depth sufficient to support access. by emergency <br />vehicles. (See "Construction on Slopes." Section 24-72.7) All proposed access drives with a proposed <br />slope of more than 10 percent shall be referred to the Fire Inspector and the Police Chief who shall each <br />prepare a written review of the proposed access drive with regard to accessibility for emergency vehicles. <br />This report shall be incorporated into.a review by the City Engineer or Building Official on the proposed <br />access drive's compliance with accepted community access drive standards. (Amendment) <br /> <br />4. Said road right-of-way shall be platted as an outlot in the final plat. and shall meet <br />or exceed the right-of-way requirements for an equivalent public road in the City. <br /> <br />d. The Homeowners'Association shall: establish' a' formal. written prOcedure for petitioning <br />City take-over of said road. The Association shall provide written evidence that at <br />least ninety percent (90%) of the voting members of the Association approved the <br />transfer of road responsibilities to the City. <br /> <br />e. The City and the Homeowners Association shall establish an assessment procedure for all <br />abutting, benefiting land in case public dedication and/or upgrading of the previously <br />existing private road is officially petitioned for by the Homeowners Association. <br /> <br />f.
