City of RoseviUe Planning Commission Minutes
May 11, 1994

by the Planning Commission. He noted that at the April meeting, the
Commission decided that they did not want to create islands of different uses.
He asked the Commission where does this type of change stop?

John Daubney commended Chainnan Wietecki on the handling of the public
hearing.

Jim Helberg stated that someone will build on these vacant sites in the future.

Dick Houk expressed concern about private rights versus public rights as it
relates to land use designations.

Pat Igo spoke in favor of new projects throughout the community.

(b) Planning File(s) 2641 and 2642

James Westby and the Vietnamese Buddhist Association have requested
vacation of right-of-way at 475 Minnesota Avenue, and Westby has
requested a rezoning from Rl to R2 and a division of a platted lot at 480
Lovell Avenue.

Chairman Keith Wietecki opened the public hearing and requested City
Planner Michael Falk to provide a background report.

Michael Falk provided a background report in which he described a proposal
to subdivide one lot and to vacate an existing roadway easement to allow for
two developable lots and a proposal to allow for one duplex on one of those
new lots for Mr. Westby's mother-in-law and her sister. The proposed
vacation is on property that was originally acquired in 1967 by the City as an
easement for possible future streets. No streets have occurred on this site .
and, in fact, a single-family residence blocks access to Minnesota Avenue on
the south. The lot, which is proposed to be subdivided, is currently 28,000
square feet in size and would be broken into two lots, each larger than the Rl
lot size of 11,000 sq. ft.

7
