<br />City of RoseviIle . Planning Commission Minutes <br />May 11, 1994 <br /> <br />The staff recommended: (1) vacation of the street easement, (2) subdivision <br />of the 28,000 square foot lot into two separate lots, and (3) approval of an R2 <br />duplex zoning on the lot adjacent to the RoWand/Concordia Meadows <br />Planned Unit Development to allow a duplex to be constructed at this site. <br /> <br />Member Sandstrom asked if the property to the east could be divided into a <br />flag lot and expressed concern about such flag lots. Michael FaIk responded <br />that the code requires at least a 30 foot frontage on an existing road for a flag <br />lot. He noted that the developer has no plans for a flag lot at this time. <br /> <br />Jim Westby, 480 Lovell, stated that the Buddhist Temple prefers not to have <br />a street but would prefer more greenery in the area. Westby does not plan <br />another house behind the existing house and therefore no flag lot would be <br />proposed. <br /> <br />Chainnan Wietecki asked for comments from the public. There were none. <br /> <br />Chainnan Wietecki read letters from Mr. and Mrs. Hernandez, 2360 <br />Cohansey, who are opposed to the rezoning, and a letter from the Concordia <br />Meadows Home Owners' Association, who are in support of the project. <br /> <br />Chainnan Wietecki closed the public hearing. <br /> <br />Member Hanns asked if there was some way to restrict access to the rear of <br />the Westby lot. Member Thomas asked about the need for easement. She <br />expressed concern about the green space to the east of Concordia, which was <br />to be used as a buffer between the single-family areas east of Concordia, and <br />the villas themselves. She stated that to change one of the single-family lots <br />into a duplex would be a change in the concept approved by and with the <br />neighborhood at the time Concordia was approved. Chairman Wietecki <br />stated that he agreed with Member Thomas and would oppose a zoning <br />change to R2. <br /> <br />8 <br />
