MN 55113

Dear Steve,

The residents of the Roseville Estates Mobile Home Park are respectfully
requesting the opportunity to be placed on the agenda ofthe October 18, 1999 City
Council Meeting.

Our goal Is to present an ordinance regarding the closing of manufactured home
parks. Currently, Minnesota State Statute 327C.095 authorizes cities to pass park-
closing ordinances. These ordinances are written to protect the investments of
people who own manufactured homes and rent lots in parks such as the Roseville
Estates Mobile Home Park. The language states that if a park close$ for
redevelopment, the park owner and/or new developer pays reasonable relocation
costs to move the homes to other parks within a 25-mile radius or buys out homes
at their appraised market value if they cannot be moved. The latter is the case of
several residents of our park. Therefore, many people would be financially
devastated if we do not have an ordinance in place. Since our park is curmntly
zoned B-3, we as park residents are asking for the opportunity to present and
discuss a park closing ordinance for the city of Roseville.

Please contact one of the following people if you have any questions and to in~orm
us if we will be on the agenda.

Thank you very much for your time.
10
~3'j [Contacts: Lynnette Patch 651-484-3640.
