BACKGROUND <br /> <br />, <br />..... <br />The St. Rose of Lima congregation has occupied this site for many <br />years. To our knowledge, most of the facilities were established before <br />1959 and consisted of a church, school, convent, and parish center that <br />houses general offices. This past summer and fall of 1989, the <br />congregation resurfaced the main parking lot on the east side of the <br />church. Tiley regarded this as a maintenance procedure and did not <br />apply for a permit. City Staff notified the congregation that a permit <br />should have been processed. The parking lot improvements triggered a <br />requirement., that the parking lot be revised so as to conform to parking <br />setbacks (15 feet) and curbing. Current Ordinances in effect for many <br />years require that the periphery of parking lots be curbed with <br />poured-in-place concrete curbing. <br /> <br />-----~ <br /> <br />The congregation IS now seeking a variance to the parking setback <br />requirement and to the requirement that new curbing be established <br />where none exists on the periphery of the parking lot and/or driveway <br />access points. <br /> <br />2. DEVELOPMENT SUMMARY <br /> <br />------------ <br /> <br />Attached is a site plan indicating the church property and structures as <br />they exist on the site. Also indicated to a degree is the location of <br />the parking qrea and the driveway that extends westerly to Hamline <br />between the church and the school buildings. The drawing does not <br />indicate the new parking that was added to the west side of the site in <br />-front of the school. This parking is contiguous to an existing sidewalk <br />and does not encroach (for setback purposes) on the right-of-way of <br />Hamline Avenue as it would if an additional 10 feet of, right-of-way <br />were dedicated. Hamline Avenue is designated as an 86-foot wide <br />right-of-way (by the County Roadway Plan), and the additional 10 feet <br />of the existing 33-foot dedication has not been dedicated. The parking <br />lot as it is constructed, however, does not trigger a requirement that <br />the 10 feet of right-of-way be dedicated at this time. <br /> <br />) <br />
