Therefore, this lot is not an issue in this application. Also attached is a statement from the congregation outlining their request for the variances generally as follows: a) A variance to the parking lot setback requirement along the south side of Eldridge Avenue. Here the parking lot is immediately contiguous to the right-of-way and the 15 feet of landscaped area between the parking and the public right-of';way does not exist. This area of the parkiQg lot (north side) ", should also have a concre te curb around the per iphery. b) A variance to the requirement that driveway openings to the public right-of-way will not be less than 26 feet and that the driveways will be constructed with new, curbing. . c) The paving on the City right-of-way "'in the southeast corner of the property will be removed and replaced with sod. d) A concr~te curb will be constructed along the south edge of the existing parking lot. 3. DEVELOPMENT ANALYSIS ---"--- E ngi neeri I2fL Con~idera lions The Engineering Department has prepared a sketch that is a small-scaled representation of the site plan as overlaid on a 1"=200' aerial photograph of the congregation's property. A copy of this sketch is attached and indicates, through the use of a heavy line, the location where the curbing is to' be added. On this same drawing, the' most recent case where a church has requested variances to the curbing requirement is also shown. This sketch is of the Centennial Methodist site located in the southeast quadrant of County Road C-2 and Snelling Avenue. You will note that curbing recommended to be added by the Pla,nning Commission in a recent review of this proposal is indicated. In general, the curbing was to be added on the east, south, and west side. The r~commendation was that this curbing would be added over a five year period so as allow time for the congregation to budget for this work. The Council approved a variance to the curbing requirement _ without stipulating a requirement that the curbing be added over time. Also attached is a copy of the Engineering Department's report noting that: a) No detailed engineering analysis was accomplished based on the limited site materials submitted; b) A concern as to how the drainage might work if a curb IS l installed the south side; and ( on c) A recommendation that the 10 feet of right-of-way along Hamline I\venue should be dedicated if the variances are approved.
