<br />Church 'of St. Rose Of Lima, Case No. 2055 <br /> <br />Page 2 <br /> <br />We understand that the congregation proposes to curb the westerly side <br />of this parking lot during this corning season. Therefore, this lot is not <br />an issue in this application. <br /> <br />Also attached is a statement from the congregation outlining their <br />request for the variances generally as follows: <br /> <br />a) A variance to the parking lot setback requirement along the south <br />side of Eldridge Avenue. Here the parking lot is immediately <br />contiguous to the right-of-way and the 15 feet of landscaped area <br />between the parking and the public right-of';way does not exist. <br />This area of the parkiQg lot (north side) ", should also have a <br />concre te curb around the per iphery. <br /> <br />b) A variance to the requirement that driveway openings to the <br />public right-of-way will not be less than 26 feet and that the <br />driveways will be constructed with new, curbing. <br />. <br />c) The paving on the City right-of-way "'in the southeast corner of <br />the property will be removed and replaced with sod. <br /> <br />d) A concr~te curb will be constructed along the south edge of the <br />existing parking lot. <br /> <br />3. DEVELOPMENT ANALYSIS <br /> <br />---"--- <br /> <br />E ngi neeri I2fL Con~idera lions <br /> <br />The Engineering Department has prepared a sketch that is a small-scaled <br />representation of the site plan as overlaid on a 1"=200' aerial <br />photograph of the congregation's property. A copy of this sketch is <br />attached and indicates, through the use of a heavy line, the location <br />where the curbing is to' be added. On this same drawing, the' most <br />recent case where a church has requested variances to the curbing <br />requirement is also shown. This sketch is of the Centennial Methodist <br />site located in the southeast quadrant of County Road C-2 and Snelling <br />Avenue. You will note that curbing recommended to be added by the <br />Pla,nning Commission in a recent review of this proposal is indicated. <br /> <br />In general, the curbing was to be added on the east, south, and west <br />side. The r~commendation was that this curbing would be added over a <br />five year period so as allow time for the congregation to budget for <br />this work. The Council approved a variance to the curbing requirement <br />_ without stipulating a requirement that the curbing be added over time. <br /> <br />Also attached is a copy of the Engineering Department's report noting <br />that: <br /> <br /> a) No detailed engineering analysis was accomplished based on the <br /> limited site materials submitted; <br /> b) A concern as to how the drainage might work if a curb IS <br />l installed the south side; and <br />( on <br /> c) A recommendation that the 10 feet of right-of-way along Hamline <br /> I\venue should be dedicated if the variances are approved. <br />
