REQUEST FOR PLANNING COMMISSION ACTION

DATE: 10/13/99
ITEM NO: 6(e)

Manager Approved: Agenda Section:
PUBLIC HEARINGS

City of Roseville, request for an amendment to Section 1010.11, Trash
Handling Equipment, regulating large commercial recycling compactors.
(PF3143)

On September 8, 1999 the Roseville Planning Commission meeting tabled action on
the proposed ordinance revision regarding trash handling equipment to all staff
additional time to create a more appropriate ordinance amendment.

1.0 REQUESTED ACTION

1.1 The City of Roseville is requesting approval of an amendment to Section 1010.11 of
the City Code (Zoning) regulating large commercial compactors.

2.0 BACKGROUND

2.1 Section 1010.11, Trash Handling Equipment, states: Dumpsters, trash and trash
handling equipment shall be stored within a principal structure or within an attached
structure accessible from within the principal structure and serviced by an overhead
door to the exterior of the facility. If the structure is attached for this purpose, it shall
be of the same materials as the principal structure and accessible to the interior and
shall be roofed. A facility shall be located so as to be as inconspicuous as possible to
the contiguous public right-of-way. Such trash handling equipment storage areas shall
be of sufficient size to accommodate the separation of trash, including separate
provisions for paper, cardboard, glass, cans and miscellaneous refuse.

2.2 A commercial compactor can be used for recycling or trash compaction. It is self-
contained and attached to the building and has an integral ram that compresses the
material. Commercial compactors can range in size from 20 to 30 feet in length or
larger and based on a strict interpretation of the code, would be cumbersome and costly
to construct roofed structures around.

2.3 A strict interpretation of the ordinance would identify these large commercial
compactors as a dumpster and require each to meet all requirements of Section
1010.11.

PF3143 - RPCA (10/13/99) - Page 1 of 2
