3.0 STAFF COMMENTS

3.1 Over the past year staff has interpreted this ordinance to exclude large commercial
compactors given the specific use of these containers. However, the current language
in the ordinance is unclear and specifications regarding large commercial containers
should be created.

3.2 In cases where these large commercial containers are unable to be housed inside a
particular structure, placement and screening of said container should be reviewed and
approved by Development Review Committee, prior to the issuance of a building
permit or allowance of the container.

4.0 STAFF RECOMMENDATION

4.1 Based on the comments outlined in Section 3 of this report staff recommends approval
of an amendment to Section 1010.11 of the Roseville Zoning Ordinance, as stipulated
on the attachment ordinance.

5.0 SUGGESTED ACTION

By motion, approve the request for an amendment to Section 10 10.11, Trash Handling
Equipment, of the Roseville Zoning Ordinance, regulating large commercial
compactors. The Planning Commission's recommendation will be forwarded to the
City Council for action on October 25, 1999.

Prepared by: Thomas Paschke (490-2236)

Q:\Planning Files\3143_Trash Compactor Ordinance\3143 RPCA (101399).doc

PF3143 - RPCA (10/13/99) - Page 2 of 2
