<br />ORDINANCE NO. <br /> <br />An Ordinance Amending <br />Sections 1010.11, Trash Handling Equipment, Of The Roseville City <br />Code Allowing Large Commercial Compactor Containers <br /> <br />THE CITY OF ROSEVlllE DOES ORDAIN: <br /> <br />Section 1. Purpose. The purpose of this ordinance is to update and clarifY the City's <br />regulations regarding large commercial compactors. The intent of the amendments address <br />the current use of large commercial compactors for recycling and trash handling, while <br />protecting the interest of adjacent property owners. <br /> <br />Section 2. Findings. In considering the amendments, the City Council made the <br />following findings: <br /> <br />1. Changes in the way business account for and handle recyclables and trash has <br />had a profound impact on the size and distribution of the containers that haul <br />said material. <br /> <br />2. While it is important to offer options that meet the needs of Roseville's <br />commercial and industrial businesses, it is also necessary to separate them by <br />size and visual impact. <br /> <br />3. Because most commercial businesses are located adjacent to residentially <br />developed property, large compactor containers shall not be permitted in these <br />districts unless enclosed within the principal structure. <br /> <br />4. Large compactor containers shall be allowed in all industrial districts, giver <br />proper location and adequate screening. <br /> <br />Section 3. Amendments. Section 1010.11 is hereby amended be deleting the text: <br /> <br />Section I010.11, Tra.sh Handling Equipment. Dun.psters, trash and trash handling <br />equipment shall be stored 1vithin a principal structure or vrithin an attached structure <br />accessible &01.1 within the principal structure and ser viced by an overhead door to the exterior <br />ofthe facility. If the structure is attached for this purpose, it shall be of the materials as the <br />principal structure and accessible to the interior and shall be roofed. A facility shall be located <br />so as to be as inconspicuous as possible to the contiguous public rigl.t of 1vay. Such trash <br />handling equipment storage areas shall be of snfficient size to accommodate the separation of <br />trash, including separate provisiohs ful paper, cardboard, glass, cans and liiiscellaheous refuse. <br /> <br />1 <br />
