<br />ORDINANCE NO. <br /> <br />An Ordinance Amending <br />Sections 1010.11, Trash Handling Equipment, Of The Roseville City <br />Code Allowing Large Commercial Compactor Containers <br /> <br />THE CITY OF ROSEVlllE DOES ORDAIN: <br /> <br />Section 1. Purpose. The purpose of this ordinance is to update and clarifY the City's <br />regulations regarding large commercial compactors. The intent of the amendments address <br />the current use of large commercial compactors for recycling and trash handling, while <br />protecting the interest of adjacent property owners. <br /> <br />Section 2. Findings. In considering the amendments, the City Council made the <br />following findings: <br /> <br />1. Changes in the way business account for and handle recyclables and trash has <br />had a profound impact on the size and distribution of the containers that haul <br />said material. <br /> <br />2. While it is important to offer options that meet the needs of Roseville's Multiple <br />family, commercial and industrial businesses, it is also necessary to separate <br />them by size and visual impact. <br /> <br />3. Uses other than single family residential such as, government buildings, <br />libraries, and churches, and multiple family developments shall be required to <br />provide containers and/or dumpsters that are properly located and screened <br />from view. <br /> <br />4. Because most commercial businesses are located adjacent to residentially <br />developed property, large compactor containers shall not be permitted in these <br />districts unless enclosed within the principal structure. <br /> <br />5. Because of the close proximity of some business to residentially developed <br />property, containers for trash and recyclables, properly screened from view, <br />picked-up at the curbside shall be permitted. <br /> <br />6. Large compactor containers shall be allowed in all industrial districts, given <br />proper location and adequate screening. <br /> <br />1 <br />
