Mr. Steve Sarkozy
July 15, 1999
Page Two

o We would maintain the 20-foot light rail easement along the west side of Snelling
Avenue.

o The building would require no more parking than what we could accommodate on-
site. We would provide an appropriate number of vehicle spaces for both the existing
residence building and the new office building.

o The building would have a footprint of approximately ten thousand square feet.
The entrance to thi3 building would be from the parking lot. This lot is entered
from Lincoln Drive across from EagleCrest. We would not request access either
from Snelling or Lydia Avenues.

o The building would have four stories (plus a below-ground basement for mechanicals,
storage, etc.).

We would appreciate an opinion as to what would be required if we were to seek permission
from the city of Roseville to proceed with this project. Time is somewhat critical since we
would like to break ground this fall. This start time would minimize construction impact in the
area since the Presbyterian Homes Alzheimer Clinic and the Country Inn and Suites projects
would be constructed concurrently.

Thank you for your attention to this matter and for your response.

sU);(~ [JJ~ 0

Wesley R.
