<br />REQUEST FOR CITY COUNCIL ACTION <br /> <br /> <br />DATE: 09/13/99 <br />ITEM NO: I-I <br />Agenda Section: <br />~~and Use <br />Request by Northwestern College for CONCEPT approval of an amendment <br />to PUD #1124 and approval of the DRAFT PUD Agreement amending PUD <br />Agreement # 1124 allowing construction of a four (4) story office and radio <br />building versus the previously identified 3 story building, encompassing <br />40,000 square feet versus the previously identified 27,000 square feet, and <br />including a parking deck. (PF3144) <br /> <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Northwestern College is requesting concept approval of an amendment ofPUD #1124 and <br />an amendment to the former PUD Agreement allowing an increase in square footage and <br />height of their proposed office/radio building on the southwest parcel at the intersection of <br />Lydia Avenue and Snelling Avenue. The purpose of the amendment is to accommodate the <br />construction of a four-story, 40,000 square foot office and radio building for KTSI and <br />Presbyterian Homes, including surface level parking and a single story parking deck. <br /> <br />1.2 A planned unit development is a zoning district which may include single or mixed uses, one <br />or more lots or parcels, and is intended to create a more flexible, creative and efficient <br />approach to the use of land. In considering proposed planned unit developments, the City <br />considers all standards and purposes of the Comprehensive Land Use Plan to achieve a <br />maximum coordination between the proposed development and the surrounding uses, the <br />conservation of woodlands and wetlands, and the protection of health, safety and welfare of <br />the community. It has also been the City's policy to use this zoning tool for major <br />redevelopment projects where mixes of new and existing uses or site plan flexibility was <br />necessary to complete the project. <br /> <br />2.0 BACKGROUND <br /> <br />2.1 Northwestern College owns the parcel located in the southwest comer of Lydia Avenue and <br />Snelling Avenue. This parcel was part of the original PUD (#1124), however, the initial <br />proposal included a three-story building encompassing 27,000 Square feet. The comer <br />parcel, for purposes of this PUD amendment, will be combined with the residence Hall and <br />the current parking lot to create the limit of the proposed development, including the <br />office/radio structure, parking lot and parking deck area. <br /> <br />2.2 The Comprehensive plan designates the property as Business. Adjacent land uses include <br />Northwestern College to the north; single family residential, the 7-story Eagle Crest facility <br />and 3-story senior apartment facility to the west and southwest; the 3-112 story Country Inn <br /> <br />PF3144 - RCA (091399)a,doc Page 1 of 5 <br />
