<br />4. The construction of the four-story office building as proposed will not have an <br />adverse impact on the general public health, safety and welfare. <br /> <br />5. A revised development plan submittal will be required for review and approval by <br />staff and is necessary prior to the completion of the PUD Agreement and final <br />consideration by the City Council. <br /> <br />4.0 STAFF RECOMMENDATION <br /> <br />4,1 Based on the findings outlined in Section 3 of this report, staff recommends approval of the <br />request to amend the PUD #1224 to allow the design and construction of a four-story <br />office/radio building totaling 40,000 square feet and a single story parking deck with the <br />following conditions: <br /> <br />1. The site must be developed in accordance with the staff corrected plans submitted and <br />approved in conjunction with the request for an amendment to the approved planned <br />unit development (site plan; grading, drainage, erosion control, & utilities plan; <br />concept landscape plan; building floor plan; and exterior building elevations all dated <br />08/26/99). Minor variations from the approved site plan may be approved by the <br />City's Development Review Committee, under the direction of the Community <br />Development Director. However, any substantial departures from the approved site <br />plan will require another amendment to the planned unit development. <br /> <br />2. Final grading, storm sewer, and utility plans must be reviewed and approved by the <br />City EngineerlPublic Works Director. Rice Creek Watershed District shall review <br />and comment on the proposed grading/drainage plan. <br /> <br />3. A final landscape plan must be submitted to the City Landscape Architect for review <br />and approval. <br /> <br />4, The erosion control plan must be submitted in conjunction with site development <br />plan. <br /> <br />5.0 PLANNING COMMISSION ACTION <br /> <br />The Planning Commission held the required hearing for the Northwestern College PUD <br />amendment on September 8, 1999. Three adjacent/nearby property owners spoke at the <br />meeting. Issues discussed included: 1) consistency of materials and design with surrounding <br />buildings and those college buildings within the campus, 2) the importance of the building <br />as an entry to the community as well as the college and neighborhood, 3) impacts of a 4 story <br />building on solar exposure for the Alzheimer complex, 4) keeping college pedestrian access <br />to a location near the comer of Lydia and Lincoln, 5) screening details for roof top <br />equipment. 6) capacity of on-site ponding.
