<br />** <br /> <br />2.6 <br /> <br />2.7 <br /> <br />2.8 <br /> <br />2.9 <br /> <br />3.0 <br /> <br />3.1 <br /> <br />setback from property line. <br /> <br />Although the proposed office structure is indicated at 26 feet ITom the Lydia Avenue property <br />line, staff has determined there was never clarification regarding the existing residence hall <br />'s setback adjacent to Lydia Avenue. For this reason this PUD Amendment will include a <br />structure setback established at 22 feet from the property line adjacent to Lydia Avenue. <br />This represents the distance the entry foyer lies from the property line. <br /> <br />In order to accommodate the off-street parking needs for the site, 122 ground level parking <br />spaces and 82 deck level spaces (204 total spaces) were designed. Based on staff s <br />understanding of the use of the conference room (not a full time use) we have calculated the <br />net useable space of the structure at 4.5 vehicles per 1,000 square feet. This requires a total <br />of 152 off-street parking spaces for the office facility, The resident hall has been calculated <br />at 2 spaces for each of the 23 units or a requirement of 46 off-street parking spaces. The <br />required total determined by staff is 198 off-street parking spaces, <br /> <br />The structure is oriented on the parcel to minimize impacts to the residential neighborhood <br />to the northeast and may not be visible to the neighborhood to the west/southwest, due to the <br />existing Eagle Crest facility. The parking structure has been limited to a single level to also <br />reduce impacting the adjacent properties across Snelling A venue. <br /> <br />The concept landscape plan indicates numerous additional deciduous and coniferous trees <br />that will screen and complement the existing site. Additional shrub and perennial plantings <br />will be required. The open space turf areas will include sod and the site will be fully <br />irrigated. <br /> <br />Section 1008 of the City Code outlines the requirements and procedures for a planned unit <br />development, including amendments to existing planned unit developments. <br /> <br />STAFF FINDINGS <br /> <br />In reviewing this request, staff has made the following findings: <br /> <br />I. The use of the comer parcel for a four-story office structure is consistent with the <br />Comprehensive Plan, Title 10 of the City Code (Zoning), including the City's design <br />standards, and is a compatible design for the neighborhood. <br /> <br />2. Once complete the parking lot will no longer be permitted to accommodate overflow <br />parking. The 10 designated parking spaces located adjacent to Lincoln Drive will <br />also be required to be removed. Any student resident vehicles over and above the 46 <br />determined by Staff will have to be located on another lot within the Northwestern <br />College campus. <br /> <br />3.
