She asked if there was
a glare issue. Mike Collins noted the glass would be clear or have a bronze tint.
East and west sides have minimal glass; north side has more glass.

Tim Calahan, 3062 Shorewood Lane, explained that the site is a main entry to
Roseville and the community. He felt the character of the building design is not in
keeping with the PUD design. This building design is also not in keeping with
Northwestern College buildings. A four-story building will stand out; at the
antenna level the building will be 50 feet and 5 stories, set back 30 feet from the
road right-of-way. The building will be imposing. He was surprised that the
parking was being expanded. The site is being overbuilt.

Dan Lind, President of Presbyterian Homes, supports the building and the size of
the improvement. The design will be eye-catching. The Alzheimer's and hotel
buildlings will be under construction within the next month; more detail will be
done on the design in the near future. The new building will have little solar
impact on the Alzheimer unit. Mr. Lind explained that the Lydia Avenue left
hand lane to Snelling should be extended further west, with a turn arrow included
on the pavement.

Member Wilke asked if details would be worked out prior to Council's final PUD
consideration (Yes).

Motion: Member Mulder moved, seconded by Member Wilke, to recommend
concept approval of the request to amend PUD # 1124 to allow the design and
construction of a four story office/radio building totaling 40,000 square feet and a
single story parking deck based on the findings outlined in Section 3 of the project
report and with the conditions outlined in Section 4 of the project report dated
September 8, 1999, and further that the building design aesthetics be kept in mind
as the design is completed.

Member Wilke asked if there had been additional design thought given to
widening the turning lane movements along Lydia at Snelling. Staff will refer
this to engineering staff for details.

Page 4 of4
