<br />\I. <br /> <br />"' <br /> <br />rJ2~ ~ <br />~~ 5'B ~ <br /> <br />October 13, 1999 <br /> <br />City ofRoseville <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br /> <br />Re: 2940 Old Highway 8 <br /> <br />Dear Mr. Steven Sarkozy; <br /> <br />We are writing this letter to express how upset we are with the way the City Council Members <br />handled our setback permit issue. <br /> <br />The initial contact back in March and thereatter had seemed to be going just fine and led us to <br />believe that with recent ordinance changes, the setback permit would be obtainable, as long as <br />we stayed within the 7 foot allowed encroachment. <br /> <br />In March, I contacted the city ofRoseville and spoke with Thomas Paschke in regards to a <br />garage addition to our home. On March 25, 1999 we received the letter from the city along with <br />the current ordinance regarding accessory buildings. Weare unsure why the documentation sent <br />to us was for accessory buildings when we specifically indicated that we were going to tear down <br />the single attached garage and add a 2 12 attached garage. In the letter it required us to get a <br />survey, therefore we obtained on at a cost of$500. <br /> <br />We then hired a builder to design our remodeling project and incurred a cost of$500 for initial <br />drafting of blue prints. With the design and the excavating needs that we were going to do, the <br />removal of trees were also necessary. We incurred costs of$3408 for tree and stump removal. <br /> <br />With constant communication with Mr. Paschke and the timing that we needed to have <br />everything done, we needed to re-organize financing to be able to finance the project. We had to <br />obtain an appraisal on our property at the cost of$150 and banking fees totaling $258. <br /> <br />On July 30, 1999 we submitted our drawings and the permit application along with our $25 fee. <br /> <br />August 17, 1999 the city planning meeting was held to review our application and a permit <br />hearing was scheduled for September 2, 1999. On September 2, 1999 Kim and Chad Davies <br />attended the hearing and the DRC approved our permit and gave Chad Davies, our builder <br />representative, the building permit application. <br /> <br />On September 3, 1999, our neighbor, Keith Hauer-Lowe, came to our home to express his <br />surprise to the approval of the permit without his knowledge and consent. <br /> <br />In numerous conversations with Thomas Paschke, Kim expressed concern about the neighbor <br />and Mr. Paschke indicated that it was the cities responsibility to notify the adjacent homeowners <br />
