<br />maximum amount of $250,000 for the release of any and all claims that Lido Cafe, Inc.ILabalestra <br />Partnership may have against the City of Roseville. The City additionally proposes to pay the <br />claimants $35,000 in a lump sum, which would cover in part the reorientation of the site to the new <br />roadway for parking lot reconfiguration. The claimant will payoff the special assessment levied for <br />Lincoln Drive and will pay an additional assessment for work done to expand the parking lot over the <br />vacated frontage road. <br /> <br />Regular meeting of the City Council - August 12, 1996. <br /> <br />Page 3 <br /> <br />City Manager Steve Sarkozy and Mayor Dan Wall gave a background report of the Sister City <br />Committee and Roseville=s new Sister City of Shinmachi, Japan. Ten students, four returning <br />students, and two teachers were introduced to the City Council from Roseville=s Sister City of <br />Shinmachi, Japan. They are visiting Roseville for ten days. <br /> <br />(Fonnerly F-1) <br />Goedeke moved, Mastel seconded, that Resolution 9317, appointing Election Judges and Alternate <br />Judges for the Primary Election to be held on September 10, 1996, and the General Election to be held <br />on November 5,1996, be adopted. <br /> <br />(Fonnerly F-2) <br />Maschka moved, Mastel seconded, the introduction of the proposed budget and tax levy for 1997, <br />dates for final tax and budget hearings, and setting August 26, 1996 as the date for the proposed <br />budget and levy. <br /> <br />(Fonnerly F-3) <br />Goedeke moved, Mastel seconded, that the Council affmn the [mdings of the Neighborhood 16 <br />Traffic Calming Committee, and direct staff to implement the plan outlined in the Traffic Calming <br />Report for Neighborhood 16, bounded on the north by County Road D, on the east by Victoria Street, <br />on the west by Lexington Avenue, and the south by Millwood Avenue. <br /> <br />(Fonnerly F-4) <br />Goedeke moved, Mastel seconded, that a resolution revising Roseville=s assessment policy for <br />Municipal State Aid (MSA) roads be continued to the regular City Council meeting of Monday, <br />September 9, 1996. <br /> <br />The meeting was recessed for a 10 minute break at 8:45 p.m. <br />The meeting was reconvened at 8:55 p.m. <br /> <br />Wiski moved, Mastel seconded, that Dennis Batty/Roseville Covenant Church request for preliminary <br />and final plat approval, vacation of utility and walkway easements, and a 16-112 foot height variance <br />from the R-1 Zoning District requirement of 30 feet for their building at 2865 Hamline A venue North, <br />be continued to the regular City Council meeting of Monday, August 26, 1996. Landscape, screening; <br />fencing plans, HV AC locations, and final grading plans were not submitted in time for staff review. <br />Maschka moved, Goedeke seconded, that David Seaberg=s request for a lot division at 3095 Wheeler <br />Street be approved, subject to the following conditions: <br />1. That the survey be corrected to show the additional right-of-way granted with Easement <br />Document No. 2063633 in November, 1979. <br />2. That a sewer permit be obtained before extending sewer to the site. <br />
