Billboards along interstate highways were exempted because State
statutes required just compensation if those billboards were required to
be removed.

The City Attorney advises that during last year's legislative session,
Minnesota Statute, Section 173.17, was amended to require that just
compensation through condemnation is applicable to all billboards,
regardless of proximity to the interstate highway system. He indicates
that because of this amendment, our ordinance requiring removal of the
billboards is nullified. Presumably, this would impact other communities
having similar ordinances.

I do not recall seeing anything
legislative bulletin, or in any
materials received by the City.
precipitated the change, and if
legislative action.

regarding this change in last year's
of the other proposed legislation
Could you please advise us what
you feel we should be exploring any

Thanks for your help.

Sincerely,

,() ,
./~
~~es F.
