<br />REQUEST FOR CITY COUNCIL ACTION <br /> <br /> <br />DATE: 10/25/99 <br />ITEM NO: 1-2 <br />t Approval: Agenda Section: <br />LAND USE <br />Nadya EI-Afandi & William Kinnunen, 1810 Alta Vista Drive, <br />Front Yard Setback Variance Request (P.F.3152). <br /> <br /> <br />1.0 SUMMARY OF REQUEST <br /> <br />1.1 Nadya El-Afandi & William Kinnunen have requested a front yard setback variance to <br />allow the construction of a porch onto the front and west side of the home at 1810 Alta <br />Vista Drive, an encroachment into the required setback of 21.6 feet. <br /> <br />1.2 The home is currently located 14.5 feet from the property line along Alta Vista Drive <br />and is considered a pre-existing non-conforming use. The porch addition as proposed <br />would lie 8.6 feet from the property line along Alta Vista Drive. The proposal also <br />includes a second story addition that intensifies the use of the site and a redesign of <br />the home's interior to create a more useable living space, including the relocation of <br />the front entry. <br /> <br />1.3 The property located at 1810 Alta Vista Drive is a lot that has both a unique shape <br />(triangular) and double frontage (Alta Vista Drive & Dale Court). The parcel also has a <br />tremendous elevation to the west and south. <br /> <br />1.4 The property owners have experienced a periodic wet basement. The porch addition <br />would provide a greater distan<:e for the storm water to drain away from the <br />foundation of the home. <br /> <br />1.5 Currently two adults and three children reside in this two-bedroom house. <br /> <br />2.0 REVIEW OF REQUEST <br /> <br />2.1 Based on State Statute and the Roseville Zoning Ordinance, a variance requires a <br />physical hardship unique to the site not created by the applicant; the situation is not <br />correctable by reasonable alternative designs; and the variance cannot be based solely <br />on economic issues. <br /> <br />2.2 EI-Afandi/Kinnunen owns the parcel located at 1810 Alta Vista Drive. The property is <br />zoned R-1, Single Family Residential and the Comprehensive Plan identifies the <br />property as Low Density Residential. The property is over 24,633 square feet in size, <br />with approximately 185 feet of frontage along Alta Vista and approximately 201 feet of <br />frontage along Dale Street. <br /> <br />RCA (102599).docPage 1 of 4 <br />
