<br />2.3 El-Mandi/Kinnunen are requesting a variance from Section 1004.02D of the City Code <br />to reduce the required front yard setback from 30 feet to 8.6 feet. This represents a <br />variance of 21.6 feet from the required front yard setback <br /> <br />Front Yard Setback <br /> <br />Re uired Setback <br />30 feet <br /> <br />Pro osed Setback <br />8.6 feet <br /> <br />Variance Re uested <br />21.6 feet <br /> <br />2.4 The El-Mandi/Kinnunen home was constructed in 1941 and is one of the older homes <br />in the neighborhood. <br /> <br />2.5 The proposed porch would extend 9.5 feet from the existing home in a southerly <br />direction. The porch would wrap around the western side of the home to the relocated <br />entry and create a step access along this side of the home. The main portion of the <br />porch would be 10 feet from the property line and the step portion of the porch <br />proposal would be 8.6 feet from the property. Thus the requirement for a variance of <br />21.6 feet. <br /> <br />3.0 STAFF COMMENT & FINDINGS <br /> <br />In reviewing this request, staff made the following findings: <br /> <br />3.1 Section 1004.02D requires a minimum front yard setback of 30 feet. Given how the <br />home is situated on the lot (facing southwest), staff considers Alta Vista Drive to be the <br />corner side yard of the property. However, the City Code requires corner side yards to <br />have the same setback as a front yard or a minimum of 30 feet. <br /> <br />3.2 The existing home was constructed in 1941, prior to the establishment of the City of <br />Roseville, and lies 14.5 feet from the property line adjacent to Alta Vista Drive. <br /> <br />3.3 In 1986 Alta Vista Drive was reconstructed and the City purchased an additional five <br />(5) feet of property from all residents along Alta Vista Drive, thus reducing the front <br />yard area from 19.5 feet to 14.5 feet. <br /> <br />3.4 A variance requires the applicant to prove physical hardship and to demonstrate that <br />no practical alternatives exist that would reduce the need for a variance. <br /> <br />3.5 The property has two retaining walls to accommodate the unique elevation change on <br />the lot. The first is located along Alta Vista and was constructed as a component of the <br />roadway reconstruction. The second retaining wall is located in the side yard adjacent <br />to the home and Dale Street. . <br /> <br />RCA (1 02599).docPage 2 of 4 <br />
