Ltd (RLK) prepared the original EA Wand in March of 1997 the City <br />Council made a ;'negative declaration" on the EA W. This decision indicated that the <br />Centre Pointe Business development did not bave the "potential for significant <br />environmental effects". The intent ofthis letter is to assure the City of Roseville that the <br />proposed development of Lots 5, 6, & 7 Block 1 of the Centre Point Business will be in <br />acc.ordance with the original EA W and the anticipated changes in land use will resu]t in <br />no porential for significant environmental effects. Substantially, the context of this letter <br />will focus on the "Scopmg Decision" section of the original EA W. <br /> <br />Tm(fic Analysis <br />A traffic study was conducted as pan of the original EA W for the Centre Point Busioess <br />Park. The study concluded that Cleveland A venue could effectively accommodate the <br />traffic generated by the developed .Business Park. The original development did not <br />assume a development such as the proposed Veritas site_ <br /> <br />RLK has reviewed the original tra....&fic study prepared by BR W. The following is a <br />comparison of the proposed Centre Pointe Business Park development with the BRW <br />base line traffic study conducted March 24) 1997 for Cleveland Ayenue. Attached are <br />tables tha( compare the BRW traffic generation estimates to the proposed V critas <br />development. <br /> <br />Proposed changes that differ from the BRW study include; an increase in General Office <br />s~e. elimination of the ShowroomlWareho~e use, and a decrease in the size of~e <br /> <br />Offices: Hibbing .
