c. Will the project require connection to a public water supply?
Yes No

If yes, identify the supply, the DNR water appropriations permit number of
the supply, and the quantity to be used.

'\
I

The City of Roseville municipal water supply will be used. Roseville
receives its water from the City of St. Paul, Appropriation Permit Numbers
756227 (Vadnais Lake), 756228 (Centerville Lake), 756229 (Otter Lake),
756230 (Mississippi River), and 776229 (unnamed groundwater wells).
Water is utilized from the 5 sources in approximately equal amounts.

Using an average annual demand per square foot of 0.070 gpd/ff for
commercial uses, MJ. Hammer and W. Viessman, Jr., Water Supply and
Pollution Control, 5th Edition, (New York: Harper Collins College
Publishers, 1993). Total water demand for the site would be 26,821 GPD.
According to the St. Paul Water Utility, the maximum capacity of their
water supply facility is 168 million GPD and their current average
utilization rate is 52 million GPD. There is sufficient capacity to
accommodate the estimated demand of 26,821 GPD for the site.

14. Water-related Land Use Management Districts: Does any part of the project
site involve a shoreland zoning district, a delineated IOO-year flood plain, or
a state of federally designated wild or scenic river land use district?
Yes No

If yes, identify the district and discuss the compatibility of the project with
the land use restrictions of the district.

J
J

The City of Roseville has a shoreland management ordinance that applies to
specified water bodies in the City, which are listed in the ordinance (Subsection
1016.13). The project site does not contain any of the specified water bodies, nor
does any shoreland district extend onto the project site from nearby water bodies.
Although DNR Wetland 50W is near the site on the south and 203W on the east,
neither of these bodies is listed in the shoreland ordinance. Therefore, the project
site does not involve a shoreland district.

No floodplains or river-related districts have been established in Roseville.

Page 14
