The Council also provided concept approval (first <br />reading) of a rezoning from B-1 (Limited Business District) and B2 (Retail <br />Business District) to R-PUD (Residential Planned Unit Development) with an <br />underlying zoning of R-3 (General Residence District), subject to final approval <br />of the R-PUD document (which is also the second reading of the zoning <br />amendment). <br /> <br /> <br />1.2 The Roseville Zoning Ordinance does not have a specific district for senior <br />housing developments. The General Residence District (R-3) was approved as <br />the base for the Residential Planned Unit Development. The requirements of the <br />R-3 District provided the best compatibility between the neighborhood and <br />Sunrise proposal. <br /> <br />1.3 The proposal calls for the removal of the existing Knights of Columbus structure <br />and construction of a 79 unit, three (3) story assisted care facility. The new <br />structure will be placed in the general location of the existing structure and <br />consume the majority of the northern parcel (existing parking lot). Access will be <br />provided from the frontage road and Oakcrest A venue. <br /> <br />1.4 A planned unit development (PUD) is a zoning district which may include single <br />or mixed uses, one or more lots or parcels, and is intended to create a more <br />flexible, creative, efficient approach to the use of land. Because of the flexibility it <br />offers, Roseville has used PUD's as the primary zoning tool in redevelopment <br />projects. In considering proposed planned unit developments, the City considers <br />all standards and purposes of the Comprehensive Land Use Plan to achieve a <br />maximum coordination between the proposed development and the <br />surrounding uses, the conservation of woodlands, ponding, and wetlands, and <br />the protection of health, safety and welfare of the community. <br />
