The Council also provided concept approval (first
reading) of a rezoning from B-1 (Limited Business District) and B2 (Retail
Business District) to R-PUD (Residential Planned Unit Development) with an
underlying zoning of R-3 (General Residence District), subject to final approval
of the R-PUD document (which is also the second reading of the zoning
amendment).

1.2 The Roseville Zoning Ordinance does not have a specific district for senior
housing developments. The General Residence District (R-3) was approved as
the base for the Residential Planned Unit Development. The requirements of the
R-3 District provided the best compatibility between the neighborhood and
Sunrise proposal.

1.3 The proposal calls for the removal of the existing Knights of Columbus structure
and construction of a 79 unit, three (3) story assisted care facility. The new
structure will be placed in the general location of the existing structure and
consume the majority of the northern parcel (existing parking lot). Access will be
provided from the frontage road and Oakcrest A venue.

1.4 A planned unit development (PUD) is a zoning district which may include single
or mixed uses, one or more lots or parcels, and is intended to create a more
flexible, creative, efficient approach to the use of land. Because of the flexibility it
offers, Roseville has used PUD's as the primary zoning tool in redevelopment
projects. In considering proposed planned unit developments, the City considers
all standards and purposes of the Comprehensive Land Use Plan to achieve a
maximum coordination between the proposed development and the
surrounding uses, the conservation of woodlands, ponding, and wetlands, and
the protection of health, safety and welfare of the community.
