<br />The process also allows the City to consider the location of the buildings, <br />compatibility, parking areas and other features with respect to the topography of <br />the area and existing natural features; the efficiency, adequacy and safety of the <br />proposed layout of internal streets and driveways; the adequacy and location of <br />green areas; the adequacy, location and screening of parking areas; and such <br />other matters as the City may find to have a material bearing on the stated <br />standards and objectives of the Comprehensive Land Use Plan. <br /> <br />2.0 PROJECT BACKGROUND <br /> <br /> <br />1,44 <br /> <br />2.1 The Knights of Columbus site encompasses 0 parcels arcel A is rectilinear in <br />shape, roughly 100 x 525 feet (1.45 acres)' size front' g Oakcrest Avenue and <br />Snelling Avenue. The code requires <br />two (2) off-street parking spaces per unit, h of which shall be enclosed. The <br />proposal indicates 39 off-street parking spaces for the 79-unit facility. The City, <br />in the past, has recognized the unique parking requirements of a senior housing <br />project and written the PUD to account for these unique conditions, setting <br />specific standards for each senior housing development. Parking is limited on the <br />site because the majority of residents do not drive. The Sunrise project is an <br />assisted care facility where the typical resident is an 83-year-old elderly woman <br />who does not drive. Parking is primarily for visitors and employees. <br /> <br />2.3 The proposed assisted living facility will incorporate 79 units, dining, kitchen, <br />and social areas into a three (3) store structure and architectural turrets <br />approximately 45 feet in height. The main entry will be located off of Snelling <br />A venue and include a portico. The proposed architecture is Victorian in design, <br />consisting of brick, vinyl and wood exterior materials and standing seam metal <br />and asphalt shingles for roofing material. <br /> <br />2.3 Differences between existing structure, code requirements and proposal are <br />indicated below. <br /> <br />2 <br /> <br />- <br />
