Department has reviewed the Hamline Commons <br />Proposal with the project team from Presbyterian Homes, Senior Partners and KKE Architect and <br />has the following response to your questions faxed in the November 9,1999 memo. Attached is a <br />revised site plan that highlights the pedestrian flow throughout the project and into the surrounding <br />neighborhoods. <br /> <br />1. Please explain the strategy for placing parking surrounding the building for retail? <br /> <br />The building is strategically located on the site for several reasons. The primary factor is that <br />this project will create both a mini transportation hub and an intergenerational <br />gathering place for the entire neighborhood. The site is surrounded on all sides by a mix of <br />housing and we wanted the project to be accessible for the entire neighborhood. If the <br />building were to be moved to one particular corner closer to the street, anyone neighborhood <br />user would be at a disadvantage to access the buildings. In addition, there still is the need to <br />meet parking requirements for the retail, office and housing uses on site that can not fully be <br />met with underground parking. We tried to minimize the parking on each side to a few rows <br />while providing an adequate and user friendly pedestrian flow. In addition, this project is <br />seen as the Phase I of a longer vision for a continuum of senior care throughout the <br />neighborhood. <br /> <br />2. Please identify where sidewalk will occur? <br /> <br />The attached revised plan highlights the pedestrian flow to and from the site and throughout <br />the neighborhood, Primarily the neighborhood services are within the project and more <br />people will be accessing the services from the outside rather than the residents within the <br />project. <br /> <br />2660 CIVIC CENTER DRIVE.
